There’s a slight flaw in logic in using the “we beat them on the field so we MUST be better”. If this were true, Purdue fans could be running around yelling that they’re better than Ohio State. I’m sure most would just pat those people on the head and have them returned to the kiddie table. Without going into a massively deep analysis, there are two points to look at – quality wins and quality of losses.

Between Iowa and Penn State, Iowa has the more “quality” win – that being Arizona – whereas Penn State is left with… well…. Temple? On the other side, Penn State’s losses are both against quality opponents – Iowa and Ohio State. Iowa would have a good loss (assuming they lose to Ohio State, which is more likely now), and a mediocre-to-bad loss to Northwestern. So Iowa has the advantage in “quality” wins, but Penn State has the better losses. Between Penn State and Wisconsin, it’s a pick ’em – both lost to Iowa and Ohio State, and both have basically the same value of the rest of the schedule. Using just basic logic for brevity, if PSU = Wiscy, then you can replace Penn State with Wiscy above in the argument for/against Iowa and come to the same result.

In my opinion, it’s a moot point. Even if Penn State wins out, I’m not sure if they’ll be able to slide back up to snag a BCS bid. And after watching the team collapse in their only two big games, I’m not sure I want to see Penn State on the national stage like that again this year.
